IIRC, the ICC checks the percentage of howlers and removes the 2 worst offenders from the elite panel each year or something along those lines.

He was a white man's ass licker, screwed over Pak and Lanka too many times against white teams. Pak don't complain because for them satisfaction of someone screwing us is much greater than them winning.
