Yes, because otherwise ICC should have been able to maintain a more systematic and fair (for example, SL haven't played South Africa for a long time now) schedule for bilateral series. If they can't control it then the better way is to count the precedence in a WC based on the performance of ICC organized events only. I think that's more logical. I have seen an unfortunate pattern, SL, Pakistan and BD fans flat out despise India. They cant stand Indians but complain when they dont get IPL contracts. That is not true of all of them but definitely a supermajority.
