They base it on speed of the delivery felt by batsmen and how fast the delivery looks in the ground/net conditions. - at the point of impact and through the swing. We call it based on release speeds shown in tv, one good pointer is the average pace or median pace, mohit bowls most of his deliveries at around 138 k's thats pretty pacey..definitely for indian standards.

The most consistent young bowler I have seen in India. He is certainly one of the top 5 uncapped bowlers right now. Regarding pace, he did clock mid to high 130s and that is not slow by any means.
