This interpretation is wrong. It is not about the people of UP and Bihar being poor or not being able to afford Rs 2/day. UP and Bihar as states are not self sufficient in the energy sector. They have to draw on electricity from the national grid or the other states near by. Due to the rampant power stealing in these states, the state electricity board which buys power from other boards is not able to pay back. Hence there are larger periods of 'load shedding' in these states. http://www.eai.in/club/users/dheen/blogs/7285 Jharkhand and Orissa are power surplus states and their average consumption is at par with the national average. But needless to say, our power sector is grossly mismanaged. Till very recently, farmers used to get free electricity in large swathes of Maharashtra. To make up for the loss of revenue, industrial units were charged absurdly high rates/kwh. That made the manufacturing sector in Maharashtra highly uncompetitive as production costs were high. :mad:

Even within Muslims they have further shia - Sunni divide. Sunni stop a lot of development fund for Shias. Shias have openly asked for more separate quota within Muslim funding 3. Hindus have same issues as well - They still have dalit issues. Dalits are regularly killed in that part of the world and denied basic rights. 4. Both Muslims (mainly) and Hindus are conservative in that part of the country. They do not give importance to women education. 5. Politicians keep these division lines open. They keep appeasing along caste and religious lines. Most Muslims and Dalits vote en block to a party. For e.g neither party cares about Shias in that part of India since they are not a vote bank. 6. Both the vote for candidates based on caste or religion. Clerics play an important part in that part of the country. They refuse to learn from years of mis-governance by BJP, Congress, SP and BSP. 7. Women are mostly forced to vote to a candidate of their men's choice. 8. Birth control is non existent. Coming to TN. The politicians divide people mostly based on rich vs poor. They keep giving free benefits to poor - free electricity, free bicycle for girls going to school, free food in schools, free tv to watch CSK :haha: , cheap rice, and now even dowry :cantstop: These are provided to all poor people and they reach them. Unlike UP/Bihar there is no voting enmasse of dalits, muslims, christians in this part of the country. Not many people may know but TN already has quota for Muslims. There is one particular district in the state where caste tensions run high. They remain beggars :((

The root problem in UP and Bihar is low education level of Muslims and Dalits. Also women do not have a lot of voice in these places.

Even during the Ram Mandir time, Bihar was the most peaceful so stop your nonsense. BTW, we have Gujarat, Maharastra, KErala, Andhra as big examples of communal tension. You are talking about a state whose CM was a dalit till last year. There is a Dalit act. Whole state is filled with Bhimrao Ambedkar park and all. Women education in UP is much better than bigger states like Andhra and Rajasthan, so stop making baseless accusations. And in which part of India appeasing is not done. You want to say rest of all India people are voting for development and Bihar which has reelected someone like Nitish Kumar is voting on basis of caste. 6. There's key indicators: per capita income, poverty, literacy and another factor that aggravates the situation: fertility rate. If the two states in question carry the population of the third largest country in the world with poverty levels of Sub Saharan Africa combined with a fertility rate of 3.5 and above, they need the most attention at local/state and national levels.
