I always used to think it(Most players are only from Chennai) because of the lack of facilities). Better have separate teams for Chennai and TN like Maharashtra/Andhra.

On the contrary, the system needs to be improved, since you cannot have an additional team anymore. If the rest of the states can manage the same, why can't TN? What is the scene of the inter-district tournaments in TN?

Rajpoot, Pandey, Warrior, Ajay Yadav, we are not short of talent but utilizing and grooming, same for spinners and batsmen, but pacers suffer the most, now even spinners don't have guidance, have seen some potential in spinners especially south zone, they need to develop and with sporting tracks hopefully they learn to spin the ball and put more body and get accurate.
