Punjab: Proposal to have all its cities linked with 4/6 lane roads in 3 years

The Punjab government has proposed a new six-lane express highway from Delhi to Ludhiana to decongest National Highway (NH) 1 and cut short the distance between the two cities by 50 kilometres. Punjab will soon be the first state in the country to have all its cities linked with four and six lane roads. The widening of the state highways will be completed in the next three years with an investment of Rs 7,600 crore. Once completed, Punjab would have highest road density of 133km per 100 sqkm.

After completion of this '1' new highway will link all cities with 4/6 lane roads. So I don't know why so much emphasize is put on next 3 years, that's for this highway alone.
