Those who have to be evacuated already are. The owner of the boat walked up to the boat saw blood and called the cops. Cops came. Round of bullets already fired. Boat in flames. Seriously what are they waiting for? Unless the news agencies have gotten it all wrong. If that's the case then criticisms are valid. The only reasoning that makes sense is that they wanna get him alive Dont you understand that he may have a suicide vest on him. The cops want to capture him alive.

Indian police nahi hai ki commisnor will tell police officer to go ahead an check out and be ready to die. Here, you need to take all precautions. Officer is also as valuable. He can't just go approach the boat to die.
