A bench headed by Justice BS Chauhan asked the Union ministry of communications and information technology, of which DoT is a part, to respond in three weeks. The DoT was issued notice after additional solicitor general, Indira Jaising, told the bench that the ministry of information and broadcasting, which was earlier issued a notice in the case, was concerned with content on radio and television and not websites. Watching obscene videos in private is not an offence. But petitioner Kamlesh Vaswani, an Indore-based advocate, demanded a ban on pornographic sites as they were a major cause behind crimes against women. Watching and sharing of obscene videos should be made a non-bailable and cognisable offences, Vaswani pleaded. "Most offences committed against women/girls/children are fuelled by pornography. The worrying issue is that the severity and gravity of such images is increasing. It is a matter of serious concern that prepubescent children are being raped," the petition contended. It referred to the December 16, 2012, Delhi gang-rape case in which a 23-year-old paramedical student was brutally gang-raped by six persons, leading to her death. The Centre had earlier told SC that it was difficult to block international porn sites in the country and sought time to consult various ministries to find a solution. Expressing its displeasure over the Centre taking too much time in dealing with a "serious" issue, the bench granted it time to devise a proper mechanism to block porn sites, particularly child pornography sites. “The sexual content that kids are accessing today is far more graphic, violent, brutal, deviant and destructive and has put entire society in danger and also poses threats to public order in India,” the petition stated.

The government's admission was made in the Supreme Court where a Public Interest Litigation was filed last year demanding a ban on child pornography and blocking of adult porn sites in India. The government said in court today that servers used to provide porn are located abroad, making it hard to exercise any degree of control over them. A committee has been formed to deal with the problem, the centre said. Judges said they would like an update from the committee at the next hearing, scheduled to take place after six weeks. "Law, technology and governance have to be synthesised to control pornographic materials on the Internet," the Chief Justice of India told the Centre. The petition filed in the Supreme Court stated that crimes against women are fuelled by porn, and referred to the fatal gang-rape of a Delhi student on a moving bus in Delhi in December 2012. The accused had allegedly watched porn on their cellphones before the horrific assault. "Offenders' minds are mostly fuelled by pornography as the sexual offender or rapist achieve his gratification not from sexual release alone but also from the thrill of domination, control and power," the petition said. In January this year, Internet Service Providers (ISPs) told the Supreme Court that it is practically and technically impossible for them to block pornographic sites without orders from the court and government and they cannot be made liable for objectionable contents of the sites.
Muloghonto Posted August 31, 2014 Posted August 31, 2014 Its kinda ironic that in the west, porn is used to rehabilitate sex offenders and seen as a 'sort of cure' against sexual abuse (the idea, apparently backed up by data is that if a rapist sees rape porn, its less likely for him/her to go comit rape as he/she is getting a release seeing it) while in India it is seen as a cause of abuse.

There are other countries where porn is watched a lot without such side effects IMO both the things, excess of watching porn and crime against women, are symptoms of the same cultural repressions of the Indian society, neither is the cause of each other

All your computers can easily have applications which track and log/log what can be accessed. Even monitor things on facebook, etc though pretty sure today kids over 12 are watching porn, mostly due to influence of their peer. Maybe best thing to do would be to educate them and put things in context
