Robert Vadra made crores from Gurgaon deal with fake papers: Khemka Congress President Sonia Gandhi‘s son-in-law Robert Vadra seems to have landed himself in trouble again. In a 100-page report to the government, Haryana IAS officer Ashok Khemka, who flagged alleged irregularities in Vadra land deals, has claimed that Vadra falsified documents and executed a series of sham transactions for 3.53 acres land in Shikohpur village of Gurgaon, thereby pocketing a hefty premium on a commercial colony licence. CNN-IBN accessed Khemka’s reply to a government-appointed inquiry committee, which had indicted him earlier this year. Khemka also highlighted a series of sham transactions undertaken between his company Skylight Hospitality and DLF Universal Limited – beginning 2011 and culminating in 2012. Khemka claimed that Vadra was favoured as he is Sonia Gandhi‘s son-in-law of Sonia Gandhi and helped in making these ‘sham transactions’ by Haryana’s Department of Town and Country Planning (DTCP). Khemka stated that both the sale deed of February 12, 2008 — through which Vadra’s company, Skylight Hospitality, bought the land from Onkareshwar Properties — and the letter of intent for granting a commercial licence to his company issued by the DTCP in March 2008 are sham transactions, executed only to enable Vadra to collect market premium accruing to him due to state largesse. Khemka had earlier kicked up a political storm in 2012 when he alleged irregularities in the land dealings of Robert Vadra and DLF in Haryana and asked the state government to give him a copy of the inquiry reports conducted by it. Khemka had also sought a response from the government on whether a cheque issued by Robert Vadra’s company was a dummy cheque or not. He had said if the report had appeared in newspapers then he should also have access to it. Khemka was transferred from Director General Consolidation of Land Holdings and Land Records-cum-Inspector General of Registration to his present posting in the State’s Seed Development Corporation shortly after he initiated a probe into land dealings between Vadra and realty giant DLF. A probe report submitted by four deputy commissioners in Haryana had given a “clean chit” to Vadra over his land deals. Haryana rejected key reform to curb ‘benami’ deals, says Khemka IAS officer wanted use of Aadhaar number for high-value land transactions To cut down on graft, the UPA government is making Aadhaar cards mandatory for accessing public services but is baulking at the use of UID numbers in the one area where it might actually work to reduce corruption: high-value land transactions. Though cancellation of the land deal mutation between Congress president Sonia Gandhi’s son-in-law Robert Vadra’s company, Skylight Hospitality, and DLF Universal Ltd was the most prominent order of Ashok Khemka to be reversed by the Haryana government after it shunted the senior IAS officer out of his crucial land-related post last October, an important reform introduced by him to prevent fraudulent and ‘benami’ land transactions also appears to have been quietly shelved. Mr. Khemka was Director-General, Land Holdings and Land Records, and Inspector-General of Registration, Haryana, until he was transferred soon after he began a probe into Mr. Vadra’s deal. Earlier this year, a three-member committee set up by the Haryana government to look into the issues the officer raised indicted him for acting improperly. In chapters four and five of his reply to the committee, Mr. Khemka says: “A small but powerful lobby of politicians and bureaucrats having [a] vested interest in panchayat lands succeeded in stifling a good legislative reform that would have helped prevent misappropriation of panchayat lands in the future.” The committee was referenced to inquire into this issue too, but chose to ignore it completely. During his 80-day tenure in the land records office, Mr. Khemka had unearthed several land scams — particularly in Gurgaon and Faridabad — in which valuable panchayat and forest lands were being usurped by powerful land sharks with the apparent complicity of the authorities by misusing the provision of the Consolidation Act. Citing examples, his reply lists several modes of abuse of consolidation proceedings with the aim of grabbing panchayat lands. Common hilly and forest lands in the Aravalis are getting fragmented and privatised in the name of consolidation, and panchayat land in “prime properties of Faridabad was partitioned to favour a few VVIPs,” he notes. One of the steps he took to stop misappropriation of panchayat lands was to frame the Haryana Land Registration Rules, 2012, under Section 69(1) of the Registration Act, 1908, and send them to the Revenue Department for notification. Rule 4 was “framed to introduce the UIDAI’s Aadhaar number for individual and CIN issued by MCA-21 for Corporates so as to uniquely identify the vendors and vendees.” Aadhaar would have helped “Use of Aadhaar and CIN would have helped to identify all immovable properties of an individual or corporate across the State and it was proposed that Rule 4 would be brought into force after a year with effect from 1st October 2013 so as to give ample time to the prospective buyers and sellers to obtain Aadhar numbers through any registrar of UIDAI,” says Mr. Khemka. But in May 2013, he learnt from a newspaper report that the Rules were not approved by the Revenue Department. “This action… if true, will also be [tantamount to] wilfully reneging on a commitment made to the High Court in September 2012, to stop [the] unauthorised transfer of ownership and possessory rights of gram panchayat lands by registration in future,” he writes in his 100-page reply. Mr. Khemka goes on to say that “had the Rules been notified, the incorporation of Aadhaar numbers/CIN numbers in the registered deeds would have helped to curb fraudulent and ‘benami’ transactions in immovable properties to a large extent. When thousands of crores of public money is being spent on providing unique Aadhaar numbers to the country’s residents, it is not understandable why [these] would not be made compulsory for big value transactions like registration of immovable properties when the same Aadhaar number is made compulsory for small value transactions like remittance of scholarship, money, social security benefits or domestic gas subsidies.” http://www.thehindu.com/news/national/haryana-rejected-key-reform-to-curb-benami-deals-says-khemka/article5013110.ece?homepage=true

"We have not done any favour to any party. The Chief Secretary (P K Chaudhary) is seized of the matter and he is looking into it," Hooda told reporters. The whistleblower IAS officer has alleged that Vadra "falsified documents" for 3.53 acres of land in Gurgaon and "pocketed" large premium on a commercial colony license. In his "voluminous reply" submitted to Haryana government's three-member enquiry committee set up in October last to look into Vadra-DLF deal, Khemka is understood to have alleged that Vadra, who is Congress President Sonia Gandhi's son-in-law, executed a series of "sham transactions" for 3.53 acres of land in Shikohpur village of Gurgaon. The IAS officer alleged that DTCP "ignored rules and regulations to allow crony capitalists operating as middlemen to flourish and appropriate market premium of a license." This Congress MP seems to have turned against his party chief and the Haryana government over the Robert Vadra issue. Rao Inderjit Singh, the Lok Sabha member from Gurgaon, has demanded “a thorough probe” into the land deals of Vadra, party chief Sonia Gandhi’s son-in-law. “The Haryana government is not transparent. A lot of shady deals have taken place and if Robert Vadra is guilty, then punish him. There has to be a thorough probe. The integrity of the CM (Bhupinder Singh Hooda) is in doubt,” Singh said. The MP’s demand comes after IAS officer Ashok Khemka in his report alleged that Vadra was involved many shady land deals in Haryana in connivance with the state government. Khemka alleged that Vadra “falsified documents” for 3.53 acres of land in Gurgaon and “pocketed” a large premium on a commercial colony licence. In his reply to Haryana government’s inquiry panel set up last October to look into Vadra’s land deal with real estate major DLF, Khemka alleged that the businessman executed “sham transactions” for land in Shikohpur village in Gurgaon.

Actually the latest set of Kehmka's expose in his reply to the Haryana govt's show cause notice! Khemka has prepared the 100 page report and leaked it to the media. They packed him off to the archives department thinkin the troubles were over, but he found a way to hit back at the govt! :hatsoff:

he's not alone in saying this. Vadra is turning out to be a liability for the Gandhi family so I actually wouldn't be surprised if this is true.

Maybe his mother... But he needs to be careful in the larger picture.. If he becomes a liability, he could himself be in mortal danger... The stakes are very high and there are multiple stake holders involved, not just the family...
