Kishtwar: communal clash in Jammu

In a direct fallout of Friday's clashes in Kishtwar, all national highways leading to Jammu are now shut. Mobile and internet services were disconnected on Monday while schools and colleges remained shut. The curfew, which was imposed on Sunday continues in seven districts across the state on Monday. However, the curfew in Udhampur has been relaxed. Meanwhile, officials say that the situation is under control while patrolling is on in tense areas. "The situation is under control and patrolling will continue till the situation gets better. This is to protect people. No untoward incident was reported on Sunday night. If the situation gets under control we can think of giving relief in curfew to people," DIG Shakeel Begh said. Violence erupted on Friday after Eid prayers in Kishtwar as two communities clashed with each other. The clashes in Kishtwar have left three people dead and 30 injured. Clashes between two communities affected traffic on Srinagar-Jammu-Pathankot national highway on Sunday. The Amarnath and Machail yatra too were suspended for the day, forcing Chief Minister Omar Abdullah to appeal for peace. The Bharatiya Janata Party's Kirti Azad, meanwhile, has given a notice for the suspension of Question Hour in Lok Sabha to discuss the issue. On Sunday, Opposition leaders Arun Jaitley and Mehbooba Mufti were stopped from visiting riot hit areas. Jaitley said there was "anarchy" and "non- accountability" in Kishtwar as no arrests had been made so far in the violence. "Unfortunately, the state government does not want the truth to come out...There is complete anarchy and non- accountability. "...It is widely perceived that a Minister of (state) government who belongs to Kishtwar town is behind this. Officers like SP and Collector posted by him for hours remained silent spectators when this violence was on...We will raise the issue tomorrow in Parliament," Jaitley said. Amidst tension, Muslim neighbours help Hindu man get married :two_thumbs_up: As tension and violence continues in Jammu and Kashmir, a glimmer of hope came in Kishtwar where a Hindu doctor was able to get married, thanks to the efforts of his Muslim neighbours. The neighbours helped escort Dr Ashish Sharma's relatives to the Chowghan ground through sensitive areas. The wedding procession then moved to the Poochal area of Kishtwar.

While curfew continued to remain imposed for the third consecutive day in Kishtwar following communal clashes, the state government has decided to not allow the journalists to report from the disturbed town. :nervous: In one of the worst communal clashes that Jammu and Kashmir has witnessed in the recent times, two people lost their lives on the eve of the Eid prayers. “We can’t venture out of our homes as the Army has barred us from doing so. We are trying to get in touch with the district administration but our calls are going unanswered,†Altaf Ahmad, a journalist from Kishtwar town told Firstpost over phone.

Even as Kishtwar remained tense and Jammu saw a complete shutdown on Sunday, a conspiracy theory brought minister of State for Home Sajjad Kitchloo under a cloud. Congress MLC Naresh Gupta has accused the National Conference minister of masterminding the attack on the minority population, as reported by the locals. Naresh Gupta, who hails from Bhaderwah, said, “All this happened in the presence of Kitchloo in Kishtwar. His role should be thoroughly probed. From where did the rioters get hold of guns and who provided arms to the mob? Why was curfew not imposed and implemented effectively in time to prevent loss of life and property?†He also demanded a judicial probe by a high court judge. The State BJP also demanded Kitchloo’s sacking and extending its bandh call by another 48 hours.In a late night development, the district administration decided to impose curfew in Jammu following fresh tension in the old city. The party has sought suspension of DIG (Doda range) and the Kishtwar SP, besides registration of an FIR under Section 302 against rioters. The Bar Association in Jammu has also sought an investigation. Kitchloo runs a gun shop in Kishtwar and it is alleged that his shop was either allowed to be looted or was thrown open for rioters before the situation took an ugly turn after Eid prayers, Bar said.

The Left too hit out at the Central as well as the Jammu and Kashmir government over delay in action during the Kishtwar clashes. "Why was there laxity in handling the situation? Central intervention is needed to bring back normalcy. We cannot let separatist elements have their way," CPM leader Sitaram Yechury said.

BSP chief Mayawati rejected the judicial probe into the Kishtwar violence and demanded President's rule in the state. Speaking in the Rajya Sabha, Mayawati said, "I do not accept the judicial probe into the incident. A high-level inquiry should be ordered. If required, the state government should be dismissed and President rule must be imposed."

Jaitley accused the government of putting an iron rod on Jammu and Kashmir. "Do we enforce censorship at such times? Do we adopt an ostrich like approach? The media doesn't publish anything. This is not merely a problem between communities. Do we have media censorship or ostrich-like attitude and not report what is happening? You are putting an iron curtain on J&K," Jaitley said.

What was done to minority community on black day? Radical Islamists brutally attacked the unarmed peaceful members of the community when they objected to the anti-India slogans, they were raising post Eid prayers on Friday. The attack left two innocents dead and over 150 other injured, some of them fatally, who continue to battle for their lives in the Army Hospital, Udhampur, and Jammu Medical College Hospital. Besides, the rioters – apart from setting on fire over 50 vehicles, petrol tankers, trucks and cars — burned more than 150 shops and other business establishments, including several houses belonging to the unprotected minority community. Believe me, the authorities in the majority community dominated District Hospital Kishtwar, located in the Muslim-dominated locality, ‘refused’ to admit the gravely injured Hindus. In fact, they left them to the care of God. Such was the attitude of the authorities. It was the Army that played an important role and airlifted them to the Army Hospital, Udhampur and the Jammu Medical College Hospital. Rajya Sabha: Shri Arun Jaitely speech on violence in Kishtwar, Jammu & Kashmir The anti-social and anti-national elements, who were carrying with them ‘twelve bore guns, petrol bottles, lathis’ and other deadly weapons, unleashed a reign of senseless brutalities against the minority community at about 9 am and the dance of death and destruction continued up to 7.45 pm. Neither the police nor the civil administration thought it proper to rein in the rioters and restore the people’s confidence in the administration. The dreaded communalists conducted their anti-minority and anti-India operations for no less than 10 hours with utmost ease. The police and civil administration did not intervene even when certain Hindu families were left with no other option but to migrate to safer places to save themselves from the wrath of the extremists. It would be appropriate to quote some of the eye witnesses here. “Since morning, there have been selective attacks on shops of minority community members and we are helpless spectators to it all as the authorities are in no mood to control the rioters. The situation is becoming like that of the early 1990s when terrorism was at its peak. The Friday’s situation was more dangerous as some officials in the administration were hand-in-glove with anti-national forces. We will be left with no other option but to migrate because we have lost faith in the administration,†said Hans Raj, convener, Shri Sanatan Dharam Sabha, Kishtwar. Koushal Sharma, whose shop was set on fire by rioters, sated, “The Police came only after his business establishment was completely gutted in fireâ€, adding “The rioters were roaming freely in the market and targetting shops and business establishments of a particular community.†Navneet Singh, a resident of Kishtwar, said “in the past fortnight, some anti-national elements were terrorising members of the minority community on one pretext or the other. We had brought this matter to the notice of the authorities a number of times but no action has been taken so farâ€. Besides Hans Raj, Koushal Sharma and Navneet Singh, several other eye witnesses narrated similar woeful and heart-rending tales. Kishtwar violence is Pakistan’s attack on India’s sovereignty: Yashwant Sinha The truth is that everyone in Kishtwar knew that serious trouble could engulf the town after Eid prayers. The management of private coaching centres had declared that their “institutions will remain closed till August 16.†Just a couple of days before Eid, provocative posters were appearing in various ‘mosques’. Deputy Inspector General of Police was aware of such posters. However, when he was questioned about it, he only said, “These would have no impact†whatever. That they knew that untoward incidents could place could also be seen from the fact that the local administration had requisitioned additional forces from Jammu, a day before, who left the place on Friday morning and reached Kishtwar at about 4 pm the same day. It was too late. Had the local administration taken this step on Wednesday, the situation would not have gone out of control and the communal forces and anti-national elements would not have struck in the way they struck again and again between 9 pm and 7.45 pm and even entered some houses of the minority community. The rioters indulged in loot, plunder and arson and burned down properties of the minority community worth of crore of rupees, but the security forces watched these abominable and anti-humanity acts as a mute spectator. Kishtwar fallout: J&K MoS Home Sajjad Ahmed Kichloo resigns And the Kishtwar wrong took place despite the fact that Minister of State (MoS) for Home Sajjad Ahmad Kitchloo, who represents this constituency in the Assembly, was very much present in the town, known for its delicate socio-religious and political equilibrium. According to some trustworthy and credible reports from ground zero, the “authorities, including the MoS Home, knew that some communal elements might play mischief after Eid prayersâ€, but they did not take pre-emptive measures to avert the eventuality. The extent of damage, the rioters caused could be gauged from what some of the victims of the attack said: “Most of us are almost finished. Nothing has been left for us to earn. We have to start our lives afresh. The violence targetting minorities was not only pre-planned but well-planned, as such a large number of shops and other properties can’t be set on fire and damaged instantly within couple of hoursâ€. It’s no wonder that the minority community is seething with anger and demanding stringent action against the Deputy Commissioner, the Inspector General of Police and the Superintendent of Police and MoS Home holding them directly responsible for what the communal elements did to them to cause fear psychosis among them with a view to causing their migration from Kishtwar and converting it into a one-community district like Kashmir has become one-community region.
