They haven't been put together. Its just that the same person has been given 2 or 3 different ministries. I think after the expansion some of these will be given to others. Reason: a team becomes a team only if big egos do not get in the way of performance and every member believes he has something to prove and contribute. It's like the Avis ad: "We're No 2, so we try harder". By picking his second-rung ministers from relatively obscure quarters and paying little heed to the claims of people with bigger reputations and egos, Modi has effectively flung a challenge to both his stars and his newbies. The new ministers, given a big chance now, will not only owe allegiance to Modi, but will be fighting to prove their worth. I think after the expansion some of these will be given to others. Don't know..but these ministries i menetioned are all interlinked,better to keep that way. But in case of ministries like Law and Telecom there is not much similarity and both are quite big so I would like to see different ministers. Similarly Prakash Javadekar has IB and Environment and they have no connection at all.. Agreed. There should be separate MoS for ministers that are being kept together. I think the idea of understudy is good for young politicians. This is best way to groom them. Modi wants to have top 4 batting line up which is experienced. He wants the understudy and MoS which is bursting with enthusiasm and potential to be groomed under them. Hence the idea of clusters. It is innovative. It can work. I think within these clusters we could have brought specialists like Shourie and Sreedharan. In time we ll see that. Will they be able to keep up with Modi. That's the challenge.
