India have complained to ICC on an incident involving Jadeja and Anderson in the 1st Test

richard hobson @richardjhobson · 59m ICC confirm Jimmy Anderson's charge can be downgraded from a Level 3 offence. So potentially he could be fined, but not banned.
Probably they would cite lack of evidence. That is why video evidence was necessary, which was suppressed by ECB.

Jadeja fined 50% of match fee over fracas

Ravindra Jadeja has been found guilty of acting “contrary to the spirit of the game”, a level 1 offence under the ICC Code of Conduct for Players, for his role in the altercation with James Anderson during the second day of the first Test against England at Trent Bridge on July 10. He was found not guilty of the original charge England had levelled against him, that he “turned suddenly and took steps towards Anderson in an aggressive and threatening manner” after the players walked into the pavilion during lunch on day two. David Boon, the ICC match referee, presided over the hearing on Thursday (July 24) evening in Southampton, where the teams will play the third Test from July 27. It was attended by both players, their legal counsels and witnesses, as well as MV Sridhar of the Board of Control for Cricket in India, Phil Neale and Paul Downton of the England and Wales Cricket Board, and the ICC’s Ethics and Regulatory lawyer.

Jadeja has been fined while charges where brought against him later. Also doesn't it make the Jadeja's case against Anderson weaker?
yeah .. if the victim is fined 50% of the match fee , then probably the culprit might have done something really sever
