Only after independent assessment can they be banned. See 2.2.11

And for those who are still confused :- Bowlers reported in CLT20 have no restrictions on them in the International arena yet. Teams are pulling out bowlers so that they don't get reported in International matches also The ban applied in CLT20 is only restricted to BCCI organised events like IPL and CLT20 Don't why everyone is so confused about this simple fact

Bilateral series are by organized by respective boards under the governance of ICC. Though they are not ICC events, a player can only be banned by ICC and not by any board.
