Should ICC test all front-line spinners of all countries?

So many chukers? Should ICC do chucking-tests of all spinners (atleast frontline spinners who have played certain number of Tests/ODIs and currently regularly active in Test/ODI teams?)

why? Waste of time. only with suspect action to naked eye will and should be evaluated. It is like asking cops to take sobriety test on everyone. Honestly you don't need tests to determine whether someone is chucking or not. But for technical reasons they do. Guys like hafeez/ajmal/senanayake are blatant chuckers.

When you talk only front-line spinners of Test nations in the world - there will be like 8-10 maximum total spinners? So, not too many right? Thats not like testing all car drivers.

There are quiet a few pacers who chucks..so why not all. There were also quiet a few paks who bowled noballs for money. So lets start questioning every bowler who bowls a no ball.
