Committee recommendations are out Below link summarizes well and has link to the actual voluminous report too. http://tech.firstpost.com/news-analysis/net-neutrality-report-is-out-heres-all-you-need-to-know-274235.html By and large - pro net-neutrality though I am yet to read any detailed summary but looks interesting. One key point is - you can make international VOIP calls using Skype, Viber,Whatsapp, etc but domestic is restricted to safeguard interest of telcos that invested heavily in spectrum http://tech.firstpost.com/news-analysis/net-neutrality-report-you-can-make-skype-whatsapp-calls-abroad-not-within-india-industry-reacts-274348.html

WTF! Why should domestic whatsapp calls cost? They are on a data-plan, they can be increased with the newly increased usage of data. This is totally dumb. Where is the petition that I can sign to protest this...
http://tech.firstpost.com/news-analysis/net-neutrality-dot-report-recommends-voip-regulation-heres-how-the-industry-reacted-274379.html IT sector body Nasscom reacted strongly saying recommendation for regulating only domestic internet based calls will lead to breach of privacy and will be tough to monitor compliance. Telecom Watchdog demanded sacking of Telecom Minister Ravi Shankar Prasad saying the panel report was a “protectionist policy for the incumbent telecom service providers” and anti-consumer. “It (recommendation) will certainly amount to breach of privacy because without doing deep packet inspection, you will not be able to distinguish the content and you will not be able to find if it is voice or non-voice,” Nasscom President R Chandrashekhar, who is also a former telecom secretary, told PTI. He said if applications are encrypted, “then you will not be able to decrypt them without having all the keys.” “No curbs on app developers, messaging or instant messaging platforms that integrate these kind of services. These are steps in right direction. The committee has said we should not regulate them and encourage them,” he said.

That's commendable.

Is it possible for telecom companies to slow down certain websites ??

For now, this order is on differential pricing. The next consultation process for TRAI would be on these slow/fast lanes.
