I'm pretty sure Pakistan knew that the vast majority of Nepalis don't eat beef and this was an attempt to force them to eat it.

Both incompetence and carelessness rather than malfeasance. Here's what probably happened: 1. Pakistan is a beggar state which is living on US welfare. So they have only produced a limited amount of disaster food. 2. they never anticipated that they might have to provide disaster relief in Nepal, so the Food was not made to those specifications. 3. At some point they realised that Nepal is a Hindu country but they couldn't produce suitable food packages because lack of money. Even then, they didnt want to be seen to be left behind by other countries in terms of help offered, so they sent the packs anyway. Indian media, just like any good reactionaries, smelt a great story and pounced on it. I wouldn't be too harsh on them though. The pak media has been running this type of conspiracy journalism since partition. The Indian media are respectable people compared to them.

Wonder these NDTV and AAP adlibs will quote the same if some country sends pork masala to disaster victims in Pakistan? For those arguing beef masala doesn't contain beef, why would somebody put grocery wala masale in ready to eat packets. It had beef. Shameful act. Atleast they should apologize.
