Is there any other country where the victim is blamed rather than perpetrator?

I was lurking on PakPassion and there was a thread about a mother pleading for justice for her daughter's rape and as usual posters there were blaming the mom because she was in relationship or close to the rapist. Funny thing is most of them posters who were saying that bullshit are . from countries like UK and Canada. It seems like those assholes have never been outside their house in those countries because women here are drunk all the time and even kiss random guys in clubs and that doesn't mean people should start raping women. Least said about Pakistan the better because most of Pakistani have brain of the size of M&M chocolates but still what a pathetic country.

Victim blaming happens almost everywhere .

Specially when it comes to rape.

Majority of rapes are by perps who have known or are familiar  with or related to the victim. But, this is just data, not to suggest victims deserve it because they knew the perp and let him. They should punish the perp more in this case, to be a deterrent for others.

Should get double the punishment.
