Union communications and IT minister Kapil Sibal's demand from social network sites, like Facebook and Google, to prescreen user content from India and remove disparaging, inflammatory or defamatory content before it goes online has received bitter criticism on the social networking site Twitter. Sibal cited an example of a religious place that turned out to be a pornographic site, and told them such content played with religious sentiments, the sources said. A number of retweets and comments on Twitter came pouring in on the demand made by him saying "Kapil Sibal is an Idiot". @over_rated retweeted, "The next task Kapil Sibal is going to undertake is to enumerate the grammatical errors in a Chetan Bhagat 'novel.'" "Dare to think beyond Arindam Chaudhuri: Kapil Sibal," tweeted @fakingnews. @Joydas Joy wrote, "Kapil Sibal Asks Google, Facebook to Scan User Content" - "Google, Facebook asks Kapil Sibal to Scan Brains." The company representatives are believed to have told Sibal his demand was impossible, given the volume of user-generated content from India, and that they cannot be responsible for determining what is and is not defamatory or disparaging. They also said the demand could be implemented only if there was a clear law. Six weeks ago, the sources said, Sibal had called legal representatives of top internet service providers and social network sites to his office and showed them a Facebook page that maligned Congress chief Sonia Gandhi. ŵhis is unacceptable, he had said, asking those present to find a way to monitor what is posted on their sites. Facebook has more than 25 million users in India and Google about 100 million. According to a Google transparency report, India made nearly 70 requests to remove content between January and June of this year. This isn't the government's first attempt to control electronic information. In April, it issued rules demanding internet service providers delete information posted on websites that officials or private citizens deemed disparaging. Last year, it threatened to shut down Blackberry services in India if its manufacturer, Research In Motion, did not allow government officials greater access to users' messages.

We are headed for an emergency. The powers that be have too much at stake to simple clean the system. These arseholes are preparing for the coming agitation from Anna and company. I actually think this is a good thing because it will end the congress once and for all.

Congress has problems with comments about Manmohan and Sonia. Party is probably worried about the role of internet in spreading anti-govt sentiments. This was more prominent in some of the recent cases (Anna...) Censoring inappropriate remarks is just a way to curb the expression of people and by that way Govt want to ensure more control. I won't be surprised if even remarks like "this politician is corrupt" and blah, bah are censored.

Even as Kapil Sibal’s suggestion that websites like Facebook, Google and Yahoo! monitor content offensive to religious groups sparked off a deluge of criticism in cyberspace, the minister indicated that the government is working on guidelines to enforce this. Sibal on Tuesday said the intention was to monitor objectionable content and not interfere with the freedom of expression. “We will evolve guidelines to ensure such content is not part of any platform,” said Sibal. “We do not want to interfere with the freedom of press.” A Google spokesperson said, “We follow the law when it comes to illegal content… But it also means that when content is legal but controversial we don’t remove it because people’s differing views should be respected, so long as they are legal.” Sibal said he wanted “human intervention until these platforms develop technologies to stop objectionable content from getting published”. Countries like China, Saudi Arabia and Iran censor the internet. China has 30,000 cyber-policemen who monitor the net. Facebook said it will will remove content that violates its terms of use, which are designed to keep material that is hateful, threatening, incites violence or contains nudity off the service. “We… will continue to engage with Indian authorities as they debate this important issue,” a Facebook statement said. On September 5, Sibal had suggested to the major websites that they “should evolve a mechanism to ensure such content is removed as soon as possible.” On Monday, the companies replied that they would not be able to do anything about that mechanism and “the community standards of the US will apply here”, said Sibal. Several industry experts though have raised fears that what Sibal proposes could go beyond offensive material. Cyber law expert Pawan Duggal said the legal provisions are already in place, so there is no need for separate guidelines.
