India is now self sufficient. Even in the current setup, ISRO can launch upto 6 tons to GTO. GSAT 11 (to be launched by arianespace later this year) - a ~6 ton satellite will be last heavy satellite to be launched by foreign entity.

Man, This is what I have been waiting for and I remember commenting on that world record count satellite launch. This is some giant step in space exploration.
