Stumping

Is a WK allowed to collect the ball before it has passed the wickets to stump, specifically when the batter has not hit or touched the ball?

 

just saw a stumping in the Women’s match that I thought was illegal...

It is illegal. I remember watching in another women's match where the same thing happened.
The batter was given not out. That's when I learnt that the wicket keeper is supposed to collect the ball behind the stumps.

• The wicket-keeper must allow the ball to pass the stumps before taking it, unless it has touched either the batsman or his bat first. If the wicket-keeper fails to do this, the delivery is a "no-ball", and the batsman cannot be stumped (nor run out, unless he attempts to run to the other wicket).

Given the fact that Mahi bhai doesn’t do much anything else these days apart from “stumpings” that send fan boys into frenzy, I will take your word for it when it comes to it , as you probably have a good enough knowledge to write a thesis on the art of stumping.
