Hindsight and history have shown that they did not, but as much as I detest the congress, I think the 2008 circumstances were markedly different.

They are trying to get "world powers" involved - doing this by convening NCA meeting - which is supposedly their authority on nuclear weapons, and then publicly saying "I hope you understand the significance of that meeting". I can understand the tremendous amount of pressure on PakMil mafia to respond. If they don't, they lose credibility and the right to loot their awaam. They have to do "something". But what will they target? India expressly hit non-military targets. If PakMil targets any Indian military, that will create escalation. After years of using "non-state actors" and hiding behind the "nuclear umbrella", their bluff has been called and they know it. They have to do something, anything, to save face. At least to tell their own people that they did "something". They need to be able to sell a story of "Indian bombs only destroyed trees, we did xyz." If not, then the military faces risk of internal revolt. As recently as mid-1990s, there have been coup attempts by extreme Islamic Fundamentalists within the Pak Military.
