Unnecessarily complicated. Like I said H2H should take precedence. If you encounter a situation like this than NRR shoulld be considered. In most soccer leagues its the same H2H first then goal difference.

Pakistan after playing 8 games has one more game left to tie with windies on points. But what is the point? They already lost so last match becomes dead rubber. At least with NRR teams still have some chance to do something throughout the tournament to increase it except in extreme cases. With head to head your fate is sealed after one match
