If the thresholds are clear on at what point GST must be paid and if they have to be registered to collect GST from customers then whats the issue. In the UK if a business is VAT registered, they collect it from customer and then claim back VAT from Gov from their business expenses.. so if vendors know the threshold, then why is Finance ministry cannot manage what state level organisations are doing?

The notices have gone to small businesses which have more than 40 lakh income in one year since 2021. They have sold goods or services with GST included. Some businesses which are selling essential goods like milk , vegetables are exempted. But they have to declare that in notices. Also, these notices are only on income, but what about their expenses, invest, raw material costs? Bakeries buy from wholesale sellers or they invest their own money from savings. They should deduct that. Also, they have calculated at a flat rate of 18% which is not case as some goods are taxed at 5% as well. People do UPI and don’t pay tax on income. Some retailers do crores of business and they try to cheat on taxes. There are some things that could be communicated well.
