NEW DELHI: Confidential US Embassy cables leaked by WikiLeaks portray UP chief minister as a virtual dictator, who had food tasters to sample her meals and "a security entourage to rival a head of state". An assessment of the chief minister in an October 2008 cable, 'Mayawati: Portrait of a Lady' also describes how she once dispatched a plane to fetch her favourite sandals from Mumbai. "When she needed new sandals, her private jet flew empty to Mumbai to retrieve her preferred brand," the cable said. The report, which appeared to be a collage of opinions and assessment collected by the embassy, spoke of Mayawati's "political aspirations that go beyond UP". Quoting its interlocutors, the cable said: "They contend that she is already a significant player at the national level and destined to play an even more important role in Delhi." Reporting on Mayawati's performance at the helm to the US government, the cable said: "Many observers we talked to felt that Mayawati may get to be Prime Minister one day but she is too rash and unpredictable to remain in power for more than a few months." Mayawati's "rashness" is not all that's been brought up in the leaked US cables. It also describes her as a politician who acts on "on her eccentricities, whims and insecurities". The cable has also quoted local journalists who alleged Mayawati "fears assassination and demanded from the central government the highest level of protection available. In addition to this outsized security apparatus, she constructed a private road from her residence to her office, which is cleaned immediately after her multiple vehicle convoy reaches its destination. India has seen such political personalities before, and never failed to deal with them eventually at the ballot box." While it credits Mayawati for an improved law and order situation, the cable says corruption, which already existed, was "institutionalized" during Mayawati's regime in UP. "Just to run as a BSP parliamentary candidate costs roughly $250,000. This does not ensure victory of course, but with the BSP likely to field candidates in over 300 constituencies nationally (in the 2009 polls), it does ensure Mayawati's campaign coffers will be full, in addition to all her other revenue sources including payoffs and kickbacks from almost every interaction that large businesses have with the state government, standard practices in UP." She may have won by a decisive margin in the 2007 state elections, but Mayawati, it appears, was also unable to inspire confidence within her own camp. In an October 2007 cable, businessman Mukesh Jashnani, allegedly close to Mayawati's right hand man Satish Chandra Mishra, has been quoted as saying, "Mishra himself was beginning to doubt the sincerity of Mayawati's vision of social equity." Quoting other persons the US embassy contacted for views on Mayawati, the cable said: "She rules through fear and would 'crush' or 'wipe out anyone who dared to challenge or contradict her". Her days in office, after winning the state elections, have also come in for scrutiny. Saying that the Bahujan Samaj Party has left a trail of governance and policy "missteps in her first 100 days in office", one cable also refers to the CM's moves as old wine in a new bottle. It said, "with her focus on undoing decisions of Mulayam Singh Yadav, an eye on national power, and merely symbolic gestures of empowerment for the downtrodden the citizens of UP might have to wait a long time for progress to reach their doorsteps."

To date, she has preferred to use Mishra in this role, although a future meeting, probably between Mayawati and the Ambassador (with Mishra likely acting as translator), cannot be ruled out. We suspect Mayawati will limit her interaction with the Embassy to non-substantive outreach meetings, and continue to rely on Mishra to handle substantive issues. Much as I am delighted to see take Arabs to streets, it does bother me immensly to see how Western powers have blantantly interjected themselves to throw local Government, like Libya. Now if you suggest people, of all demography, to take to the streets and overthrow the Government, I would sooo love that but I dont see it happening.
