Shoaib Malik, a pakistani, along with Botha chucked while bowling wrong ones and they are not allowed to bowl that and they have stopped bowling the doosras.

When you're being tested, you make the extra effort to keep the arm straight. IMO they let Murali get away with blatant chucking and opened pandora's box as far as bowling actions are concerned. Now they can't tell likes of Ajmal "we let Murali get away with it but not you". They should have let the chucking no-ball rules stand as they were. I seldom agree with Hair but he was spot on when he no-balled Murali for chucking.
