Around 7% cut in school education, literacy budget

The government has imposed around 7% cut in the Rs. 45,000 crore school education and literacy budget to control expenditure in view of the economic slowdown. The reduction has been about Rs. 3,240 crore in the Rs. 45,969 crore budget earmarked for this fiscal, said sources in the HRD ministry. However, they were surprised over the move as utilisation of resources by the school education and literacy department during the fiscal was good. The education sector got a hike of about 18% in the budgetary allocation for the next fiscal with a plan outlay of Rs. 61,427 crore in which 22% increase was announced for the Sarva Siksha Abhiyan (SSA). Now, with the 7% reduction, the SSA programme will be hit by about 20%, they said. The sources said budget for higher education sector has also been reduced by about 13%, which had got Rs. 15,458 crore. On the issue of burden accrued to the states following the cap on subsidised cylinders for the mid-day meal programme, they said the finance ministry has assured to compensate the states in the coming budget. It has suggested that the increased burden till then could be met through the internal resources. Minister of state for HRD Shashi Tharoor had earlier informed Lok Sabha that additional burden on account of withdrawal of subsidy on LPG would be reimbursed to states and Union Territories.

My view of taxes paid in India by people is akin to hafta collected by gundas of a mohalla. Don't expect any services in return. Rather consider the taxes you pay as fine for being allowed to exist by these gundas. If you keep that in mind, no amount violence and disorder will seem out of place. If you have the resources, take total charge of your life.

The government needs to account for the 3% education cess imposed on top of 12% service tax. Where is this money going? How is it being used to improve education?
The educational cess has been there for quite some time now. Prior to this assessment year it was pegged at 2%. For the year 2012-2013 it is 3%, because it includes 1% cess for secondary and college education, which brings up the total to 3%. I thought the cess is only on Income tax. Is the educational cess levied on all services, on excise duty and import duty etc? Am not too clear about that? How much will it add to the exchequer? Any estimates?
