Didn't stop you from calling nasty names for some BJP leaders despite getting a clean chit in the court. Our media also had several years of propaganda against one particular leader despite no conviction whatsoever. And when our seculars openly praise Laloo and allying with him, what do you make of that?

Political reporters, always open to silly jokes, especially when it's at the cost of a neta, were heard telling each other: "Arrey, police is saying that since they heard media reporting 'Rahul is missing', they thought they'd go and help out. Find out if a missing person's report is required.'' And every time I heard this joke being told, it was always followed by squeals of laughter. I admit I was amused too because having covered the Congress Vice- President Rahul Gandhi for the better part of the last decade, I, like the others, could see the full irony of the Delhi Police proforma or questionnaire that we're told 526 prominent leaders or their aides filled without getting their VIP socks in a twist. "What's the big deal?'' cried all the BJP leaders. "Congress is making a mountain where there isn't even a molehill,'' said Finance Minister Arun Jaitley, but what the honourable minister is overlooking is that those questions may seem innocuous to everyone, they are totally taboo when it comes to Rahul Gandhi. Let me illustrate with a specific instance of query "K" on the descriptive roll section of the form. It asks for close associates or as the typo-prone Delhi Police prints 'closed associate' of the leader being profiled. When LK Advani names Sushma Swaraj or Former Prime Minister Vajpayee in that category, it doesn't raise any eyebrows. But giving away Rahul Gandhi's close associates would take away the mystique that has been so carefully cultivated by these associates themselves. One day you hear Kanishka Singh and Sachin Rao are his closest aides but then, other Congress leaders apprise you that things may have changed and others like Alankar and Kaushal Vidyarthee have taken their place. Forget the media and the Delhi Police sub-inspector sent to fill this form, they wouldn't give this information to a Congress senior leader who'd spent years serving the party! A Delhi Police officer who's probing this case told me how they expect all these 526 leaders to tell them their day's schedule in advance so that they can be prepared, security-wise. Apparently, the reason why the special bureau of the Delhi Police decided to add Rahul Gandhi to this venerable list is because they were responding to reports that he would soon be promoted to Congress President. Well, good luck to the special bureau, because last heard, no one seemed to even know where Mr Gandhi is, forget when he'd come back. And reps of his party's state units can share tips with the cops of how he keeps them guessing till the last minute about any intended plans. When Sonia Gandhi's proforma revealed she spoke Italian along with English and Hindi, I'm sure it became the factor behind Congress' rejection of the form, claiming she had not completed any such document. After all, in 2004, she refused to speak to a foreign journalist in Italian saying, "I have forgotten the language'.' Jairam Ramesh, former Rural Development Minister, believes that the land campaign could work the same sanjeevani magic for the Congress as Chikmagalur did in re-launching the party in 1978. The Congress is fighting the BJP's land ordinance both in Parliament and on the streets. Last week, Sonia Gandhi led an opposition protest in Delhi and the party has also held numerous farmers' meetings, a padyatra and two dharnas at Jantar Mantar. Jairam Ramesh may just be right. And not because the sanjeevani herb can be found in the Aravalli Hills skirting Delhi. But because something turned at Jantar Mantar, where I attended the recent protests against the land ordinance, one organized by Anna Hazare and the other by the Congress. There, I witnessed a reversal of roles between Anna and Congress - a metamorphosis of legitimacy. Anna owned that trump card in 2011. His anti-corruption dharnas struck a chord. His words, with their Gandhian overtones, demanded a call to action. But this time around at Jantar Mantar, most of the day passed by in farmers being called up to the stage to touch Anna's feet. Anna Time had become Pranam Time. His spiel sounded stale, running along the lines of: "Farmers haven't suffered such injustice since British rule. Inqilab zindabad." Congress, on the other hand, could talk straight to the issue. The 2013 Land Act was, after all, passed following two years of consultations both across parties and the country. It had the support of the opposition, including the BJP, in the Lok Sabha and the Rajya Sabha. This month, Anna plans to embark on a padyatra or march to gather support for a Jail Bharo Andolan, which he will bring back to Delhi's Ramlila Maidan in the summer. There is only one flaw in this. These are the months when the rabi crops, such as wheat are harvested, followed by the kharif season, when paddy sowing starts. I doubt any farmer will have the free time either to go to Delhi or to jail. In contrast, Congress has outlined its plan to take the battle to the fields. But it requires more to get to a sanjeevani moment, Chikamagalur style. For that, not only did Indira Gandhi hold a grueling 7-8 rallies a day, she also managed to pin down the Janata government on the gap between its soaring rhetoric and relatively lackluster delivery. The Aam Aadmi Party won Delhi in February by tapping into that same vein vis-a-vis Modi. Kejriwal held countless people's assemblies and focused relentlessly on addressing the difficulties of people's everyday lives. In the outer Delhi constituencies, he zoomed in on the issue of land acquisition, listened to farmers' grievances and vowed that they would be protected from predatory land grabs. AAP is now taking the fight to Haryana, where it is connecting it to the BJP's other anti-farmer policies such as the raising of fertilizer prices and the reduction of the minimum support price. AAP combined the local with a larger idea - one of a new political culture based on accountability. It got Kejriwal Delhi, but he does not have India. The opposition political space today is tight. The land rights issue, once owned by Congress, is now being co-opted by other parties. But none of them, from AAP to the regional parties have an organizational reach that is countrywide. Congress' organizational machinery might be sclerotic, but it exists. The party is currently in the process of revamping its PCC (state-level) committees. Taking the land fight to the villages provides an opportunity to renew the links between grassroots workers and the state leadership. It could be used to revive the block and district committees and to connect with local concerns. The land ordinance also offers Congress the chance to re-seize the narrative. The land issue is not about farmers vs industry, but about inequality and inclusiveness. Other opposition parties have already used this to position themselves as defenders of the disenfranchised but they don't have ten years of progressive legislation to back them up. This was evident at Jantar Mantar, where Anna and Kejriwal could talk up land rights, but did not have an ideological framework within which they could place it. Can Congress use this moment to lay out a vision for development that moves beyond the binaries of industrialists and farmers, urban and rural? The last few years have seen a wave of movements across the world based on people's aspirations not just for development but also a desire for dignity. This is where the idea of inclusive development comes in, where an emotional connect can be made and where legitimacy matters. The sanjeevani vidya lies here. The question is which political party will be able to use it. I don't agree with this as during 1978 the leader of Congress was Indira Gandhi and now it is confused leadership and opposition was Charan singh and Morarji Desai this time it is Modi.

The prospect of a marginalised role in the emerging grand secular alliance in Bihar has disquieted a large number of local Congress leaders, making them pre-emptively look to other parties for tickets in the upcoming state Assembly elections. Neither the Congress leaders knocking on the doors of the LJP and RLSP nor these parties offered on-the-record statements, yet in private conversations they conceded the extensive, albeit hushed, hobnobbing taking place in preparation for the polls scheduled in October-November this year. Behind the Congressmen’s overtures are their fears of being eclipsed into insignificance by the other prospective members of the grand secular alliance – the Janata Dal (United) and Rashtriya Janata Dal. Even if unhappy with a marginal role, the Congress will have no option but to play along since it won just four seats in the 2010 polls despite fielding a candidate in each constituency. It is this looming marginalisation that has forced many politically ambitious district-level leaders of the Congress to look for new avenues to further their career prospects. Pervasive fear factor “In the event of an alliance, which seems certain now, most Assembly seats in the state would get divided between the JD(U) and the RJD,†said a Congress leader, who has been in touch with the RLSP leadership to secure a ticket for himself. “As part of this alliance, the Congress will have to contest in a small number of constituencies. If I have to stay in politics, I must look for ways to contest election.†According to a senior Congress leader, the feat factor in the rank and file of the party in Bihar has become so acute that there are concerns of a large-scale exodus to the LJP and the RLSP. “It is true that there is an atmosphere of uncertainty among leaders having well-entrenched positions in their respective constituencies,†said a senior leader in Bihar. “But why is the Congress facing this crisis? It is because, despite the crushing defeat in the Lok Sabha election, no major organisational change was effected to revive the party’s standing in state politics. Now, when elections are around the corner, you cannot expect much from the central leadership.†Clash between workers Indeed, a few months after the humiliating general election rout, a large delegation of angry party leaders from Bihar, including 26 of the 39 district presidents, had met Congress president Sonia Gandhi and demanded the removal of state Congress unit chief Ashok Choudhary besides a revamp of the party organisation in the state. But the central leadership apparently preferred status quo. Since then, the discontent in the rank and file has surfaced at regular intervals. As late as on March 22, a clash broke out between two groups of Congress workers near Jehanabad during the party’s five-day march from Bodh Gaya to Patna. That fracas was another reflection of the unhappiness boiling up against the state leadership. According to reports, a section of Congress workers, who are loyal to a disgruntled party functionary, also raised slogans against Ashok Choudhary. The All India Congress Committee (AICC) members who elect the new party president will be elected by August 15 in the first phase and by October 15 in the second phase and as such election to the post of party president will take place only after this process is completed. Though the announcement is silent on dates for the president's election as also on the plenary session in which the new members of the Congress Working Committee (CWC) are to be elected, the publication of membership lists will now be completed on July 5 for first phase and July 24 for second phase. Goa, Gujarat, Haryana, Himachal Pradesh and Kerala are among the states covered in the first phase while the second phase includes the states of Madhya Pradesh, Maharashtra, Rajasthan, Andhra Pradesh, Jammu and Kashmir and Punjab. The elections for the first phase will be completed in just 21 days from July 10 to 31 and the second phase will begin from July 28. In the first phase, the booth committee elections will be held from July 10 to 15, block committees from July 16 to 20, DCC office-bearers and executives from July 20 to 25, and the PCC president, vice-president, treasurer and executive as also AICC members from July 26 to 31. The state returning officers are to issue identity cards to AICC members by August 15. In case of the second phase, the booth committee elections will be held from July 28 to August 14, block committees from August 20 to 31, DCCs from September 1 to 15, and PCC office-bearers and executives as also AICC members from September 21 to 30. The AICC members are to be issued the identity cards by October 15. Meanwhile, the Congress on Thursday faulted the BJP government in Haryana for "premature" release of audit report against Robert Vadra, husband of Priyanka, on land deal. Congress party dubbed the report as "half truths, innuendos and insinuations."
