You can check out the previous year revenue earnings. Sadanda Gowda has said that there was surplus. May be, I am reading this incorrectly.

You made the claim it was in loss and suggested some measures for this "loss". I am merely asking to you to quantify that the railways are making a loss. He said that for every rupee earned, 94 paise goes in operational cost and rest 6 paise profit has to be utilized for non operational overheads. Also, he did mention that for every traveling passenger, there is a loss of 0.23 or 23 paise per km per passenger.

I think this is true if only operational cost is taken into consideration.
It implies that we spend 94 paise out of every rupee earned, leaving 6 paise only as surplus. This surplus, apart from being meager, is continuously on decline due to non- revision of fare. The surplus, after paying obligatory dividend and lease charges, was Rs.11,754 crore in 2007-08 and is estimated to be Rs. 602 crore in the current financial year. This meager surplus so generated is required to finance the Plan Outlay for safety, capacity expansion, infrastructure, improving passenger services and amenities.

I think this is true if only operational cost is taken into consideration.
That's mere speculation. A surplus, is a surplus. The "loss" is on the estimation of the surplus (speculative). In the books, railways should be in the green.

What is your non accounting definition of surplus. If surplus = income - expense. What are the expenditures that should be considered.

Bullet trains on Mumbai-Ahmedabad route
Dont quite understand the economy behind these bullet trains. Too expensive and takes a lot of effort and time to build Read that it will take 60,000 crores and 15 years for this route. There's already duronto train running between Mumbai-Ahm which takes 6 hrs.

An aggressive railway budget but some of the points look unfeasible with the amount of investment needed.certainly a some positive steps taken but implementing them is the real headache. Why build the bullet corridor just to improve the nation's image globally?its s huge ask and needsd 60k crores

The Mumbai - Ahmedabad links is crucial for Modi to build his resume stronger as he comes from Gujarat. That will ensure he is remembered by local people throughout all the elections he would stand in his lifetime. Also, Mumbai being the financial capital of India, it is but obvious for him to link the nearest state with high speed trains to facilitate better connectivity. He could be targeting both the objectives. The passenger count on Mumbai - Ahmedabad is probably one of the largest is not the largest in inter city travel on Indian Railways.

The amount proposed would not be sufficient for building the required infrastructure considering the distance in kms between the two cities. I assume that it will require laying of separate rail lines for this bullet train. Doubt 100 crores will be enough to build almost 492 kms of separate rail line for bullet train between Mumbai and Ahmedabad.

Lets not post statements, opinions, media bytes etc. There's a reason I mentioned the financial statement in the previous post and NOT news articles. From today's budget Revenue: 164374cr Expenditure : 149176cr Indian Railways is in the green, not red.
This is known as the operating ratio. If you think that the railways is green, you need to go back to school buddy. If this is the case, forget trains, tracks etc ever being upgraded or repaired. Edit - Read this

For me, expenditure on cleanliness would be most worthwhile as of now. And in that, Doing away with open air defecation particularly would contribute to cleanliness in trains and stations in a massive way.

I either get slapped with a jargon (in this case operational ratio) or an opinion - "Railways are incurring losses" or an ad hominem "go to school" (Btw, I am very excited to "go to school" and learn - I do that everyday) . Now, the point I'm trying to make is quite simple - railways are not in a loss per se. From what I can understand from the article you posted and URBF's comments, railways makes a 6 paise surplus/profit on every Rupee. Does this imply the railways are a profit? Yes. Does this say that the railways have a good financial health? No. Absolutely not. Does this mean I am against railway fire hikes? No. Absolutely not. All that I'm saying is the ridiculous figures of RAILWAYS MAKE x crore loss per DAY ... OMG!! OMG!! OMG!! need to be given a rain check. I hope I'm making some sense.

Nobody is an expert, but the fact is that operational expenditure is different to profit. The 6 paise profit per rupee goes into overhead costs like Pension for ex-employees, development of railways by means of bridges or any other infrastructure and many other such costs.

A lot of railway lines remain unfenced. Unless that happens its very unlikely to get rid of the issue.

What if Kejriwal was the railway minister? This would be his railway budget: -Introduction of “Swaraj” trains: In these trains, irrespective of which seat you have reserved, you can sit anywhere. Also, you can pull the chain whenever and wherever you want to disembark. If your house is in the middle of a forest, you can pull the chain when the train traverses through that part of the forest so that you can safely get down and reach home. Swaraj to aam aadmi. -Introduction of “Referendum” trains: These trains do not have any pre-determined or fixed routes. People can start entering the stationary train from 6am and once it is filled with passengers by 11am, a referendum will be held on where each passenger wants to go. The referendum for each train will be held through multiple means including SMS, missed calls, online forms etc and even people from Saudi Arabia, China, Afghanistan etc can vote in the referendum in addition to the train passengers. The destination/route where majority wants to go will be finalized as the route for that train. -Dharna compartments: Each train will have atleast 2 compartments without seats or chairs where passengers can do a dharna against anything they want to. Stones, sticks, leather balls, chairs etc will be provided at nominal rental prices by railways so that passengers on dharna can use these props to “peacefully” throw them against each other to express their grievance. -Mobile alerts: Anybody can register for this with just a missed call so that during the journey if Kejriwal or any of his associates are criticized by anybody, an alert will be sent to these passengers so that they can turn their compartment into (the previously explained) “Dharna compartment” (by detaching the seats) and sit on a dharna to protest against the criticism towards Kejriwal or his associate. -Cleanliness: Each passenger will be requested to voluntarily buy a jhaadu (so that the money goes as donation to the party) and using this jhaadu, they can clean their seats themselves -Toilet modernization: Each toilet will be fitted with imported JBL speakers (because the Indian brand Ahuja speakers CEO was seen posing for a photo with Ambani which means he is Ambani agent and hence his speakers are boycotted). These JBL speakers will play a recorded chorus saying “Atleast he is doing something”. This way, somebody who relieves himself in this toilet and hears the “Atleast he is doing something” chorus, will think he has done something important & feel special. -Special 49 scheme for train drivers: Considering the boredom & difficulties a train driver has to go experience in his monotonous job, this “Special 49″ scheme is designed as a driver friendly policy. If a normal train driver gets bored of his train route, he has to still drive for 48 minutes. If he is still bored, he can just stop the train at the 49th minute (even if it is in the middle of a forest) and run away from it and apply for driver post of the new upcoming bullet trains.
