The judicial hearing was for the level 3 accusation of pushing, not for abusing, which is a level 1 offense. It couldn't be conclusively proved that Anderson's push wasn't reactionary so he had to be absolved. Not sure if the judge had the authority to penalize cloudy on a level 1 charge. And BCCI didn't seem to want to lay a charge for abuse anyway, they were adamant to charge him for pushing.

i think if i am not wrong once you are not found guilty of a higher offence , you cannot be found guilty on lower charges. it is umpires and icc's fault they booked him on level 3.
