England beat India in the lead up games, and the ICC knew what would happen if you played Australia, and NZ would've started long odds on against India as well and that's why the ICC didn't want you playing them. Did any other team not play either hosts?

No team in Group B played any of the hosts cause both the hosts were in Group A. Nothing special about India. SAF played a host nation only in semis like India would be. Is that so hard to grasp? Also, there is nothing special about being a host nation and teams playing them or not. Hosts have the advantage of playing in front of their own crowd, that's about it.
