I visited my village back in 2014 and there was a lot of anger against north Indian migrants who work for next to nothing undercutting local work forces. My dad traveled to Surat and there was similar local sentiment against Oriya workers. Industrial/job generating states in India, the politicians are facing major issues in unemployed local youth who just cannot compete against labor from poorer states. The problem India faces is that job generation is concentrated in certain states. This leads of a major imbalance. The only way to rectify this is that certain states are actually generating jobs so people dont have to travel outside the state Take Odisha, the POSCO plant if it would have seen the light of day could have generated close to 50,000 jobs. Good well paying industrial jobs. But the project collapsed due to a variety of reasons. Patnaik in Odisha has created a decent welfare state of sorts but he has failed to generate jobs for the youth. Youth under and un employment is close to 50% Its a similar sentiment which got Trump elected. The American blue collar worker cannot compete against immigrant labour. While I am against a 100% quota, maybe a quota of 50% does indeed make sense to feel the social fabric intact. Cause atm certain states will work hard and do well to generate conditions which create private sector jobs only for people from other states (who have not done the same) to come in and undercut the local people. Why should not the people say of Maharashtra not reap the benefits of reforms they have passed within the state. The concept of "we are Indian" and federalism works if all states are responsible. If some place keeps voting along caste lines for somebody like Lalu Prasad Yadav and then has its people flooding other states due to lack of jobs in their own state, how exactly is that fair? Two solutions I would propose : (1) Development of more tier 3 or tier 4 cities so that people don't overpopulate metros or tier 2 cities. But 50% reservation for locals (somebody who has stayed in the state for more than 15 years and can read or understand the local lang at an acceptable level) is a very feasible policy. Every Indian state needs to implement that. More than tier 2/3 cities its the lop sided nature of cities in states in India. Look at say Maharashtra and Bihar with similar population. Maharashtra even if you take out Mumbai has Pune and Nagpur in different regions of the state.It has million plus cities from Nashik to Aurangabad to Kohlapur to Solapur all over the state. Bihar has just Patna which is more than 1 million. Bihar UP Odisha. To be these three states are currently the biggest exporters of people within the Indian union. Together they are 25% of the Indian population. So you need to generate enough jobs to ensure that blue collar or people at the lower end of the spectrum do not flood other states. I remember once being on holiday and 1000s of students from Bihar were congregating outside the exam hall in Mumbai for railway jobs in Nashik. I asked them why they are ready to leave home for what was not the best paying job and the uniform answer was Bihar has no jobs. I asked them why do you vote for Lalu? They just shrugged. This was like back in 2003. I dont blame these people for wanting to improve their lot. If i was in their position would do the same, but its come to the point whereby the sheer population bulge in these states are starting to cause major tensions in other parts of the country. I mention railways because the MNS in 2009 tapped into the anger of local people because Hindi was the only vernacular in which you could sit the exam giving those with Hindi as their mother tongue a big advantage. Since then to be fair the issues have been addressed somewhat whereby the railways does recruit from local populace for certain % I am actually for the GOI pumping in extra money into these states. Gives me no pleasure to see people from thee cow belt etc leave their homes and families to work in poor conditions in other parts of the country. Mariyam and jalebi_bhai 2

I actually think incentivizing employment of local people would be better than reservations. Maybe 50% reservations in the public sector but in the private sector, provide some form of tax holiday to companies who employ a certain % of local people say starting from 50% to 100%. Doesn't have to be a compulsory measure by any means. Private companies will have a choice between saving costs via cheap imported labour or by employing locals and availing the tax holiday. The benefits of tax holidays don't necessarily have to be limited to SEZ's this way. All this will only work if you have enough skilled workers within the state though. You would also have to clearly define who counts as a local.

Do you have the resources to check ? India has a very poor record at collecting corporate taxes. Only a compulsory with no exceptions policy is IMO somewhat workable. For blue collar jobs I dont think skill is the issue. White collar it should only be skill.

My focus would be on benefiting SSI and MSI. Corporate houses form a very small part of the workforce, so local enterprises are the need of the hour. Making a measure like this compulsory will drive businesses away IMO and that's no good either. But yea, implementation will be the biggest problem.
