yaar, despite it not being available OTC, it's still a very commonly used drug. It's a bronchodilator, beta-2 agonist, similar to Salbutamol (that little blue pump that asthmatic children carry around with them in school). Never realised our school kids were in contravention of WADA rules and guilty of doping violations, maybe they shouldn't be allowed in sports class...

The doctor part of this is a state concern that they employ an incompetent medical person. 

But I say this again Pathan and any sportsman are  responsible for their taking of substances 

this error alone doesn't make the doctor incompetent. Some of the most renowned doctors in the world also make similar mistakes. All doctors make mistakes actually, their human.

He is incompetent if he checked the substance saw it contained Terbutaline , didn't know or didn't check the banned list and allows Pathan to use it . 

 

My guess is neither checked the substance or more likely Pathan took it himself without consulting

on what authority are you qualified to determine a doctors competency? with this type of classification system, there'd be no competent doctors in the world.

I guess this could be the reason why there is a fair trial. I didn't see brozeet as mentioned in the article.
