I think BCCI would wisely bail out the struggling cricket boards and get more beneficial deals for example guaranteed NOC for participation of their players or availability of players for more duration during IPL, or more voting favors in ICC board meets. There will be some matured deals by lesser boards  to survive.

Agree. The sport should be competitive at the end. Other boards running bankrupt would eventually lead to poorer quality of cricketing sides.
