Which Ranji/state team can compete consistently with top 3 international teams in 5 day cricket ?

Almost all of the major state/Ranji teams have a much larger population than each of the cricket playing countries ( minus Pakistan which is about equal in pop size to uttar pradesh).

 

Given the vast number of cricketers who play competitive cricket in each of these state teams, is it a fair expectation that each state should work towards an internationally top class team ? 

 

Afterall, Sri Lanka with less than 1/3rd of Tamil Nadu's population ( and all its problems with civil war ) has been competitive for many many years.

 

Sri Lanka is a good example because it is social-economically similar to India ( albeit more well off than India on a per capita basis)

A better idea would be Zonal sides.

 

We can have strong zonal teams.

 

Just look at some of the bowling attacks for 5 day cricket ...

there is no state side that can compete with top 3 int'l teams. such instances are very rare. New South Wales in the early 2000s and Barbados in the 1980s are two that come to mind.
