You're better of buying a freehold house in the suburbs than an apartment in London. You will never own that apartment as you will have to renew the lease. Then there is ground rent and service charge. You could also be hit by a big unexpected bill if the building owner decides to have major renovation work and asks you to pay your share. Austin 3:!6 1

You would also need to check annual charges (if leasehold), parking availability, if flats in that building are given for council tenants etc. Most flats are leasehold, if you get freehold it would be good. Mortgage price depends on your income obviously, go for the cheapest rate/longest duration at the beginning, you can always remortgage in a year or 2 depending on the deal you go for. Did not get your question about negotiating for mortgages? do you mean negotiate the house price with the seller? mortgages will be lent by the bank and you cannot negotiate on it. You can of couse shop around to find the best deal. There are some companies out there who can do this free for you i.e. search the best mortgage deal and take you through the process.
