Bureaucracy is a mandatory check-n-balance and yet that has become the biggest bottleneck in our democracy. Watch Nitin Gadkari's interview on how 300 Cr building costed 800-900 Cr to complete in 3 times more time taken to complete the project.. Here is an anecdote from government paperwork. This was way back when I helped someone file tender to supply 300 computers to one office. All the paperwork were clean and readable. Offer was the best with all equipment explained. Our discussion with the office was spot on. The guy even offered me a job there. But 1 week later, they rejected our proposal and awarded contract to someone we knew from the word-go would get it. In the end, Computers were non-functioning, there was least support. So my acquaintance from the office called me to help her with her computer that was provided by someone else who is refusing the support. So I asked her, why was our proposal rejected. She told me that officer said one of the stamps on one paper was printed on folded edge causing stamp to appear in two parts on the paper when it was straightened. So they termed it as forgery or invalid. Rejected the whole proposal. My friend, for whom I was contesting, lost the tender. He was mad at me for not allowing him to settle it with bribe.
