So. Another live example of centre state divide. He has zero oxygen plants. He promised 36. If there is third wave he will run pillar to post to pin this on centre. 
 

States have proven to be inefficient and abdicating responsibilities.

Yes it seems to be a difficult task, but good thing is this that we already have some models to follow. For example, some European Countries achieved this task with working together (i.e. Central Government + States + Insurance companies etc.). But in India, it seems Central government has almost ZERO control. Therefore, at least some part of it could be transferred to the central government. 

 

I believe tragedies like Corona should be used to increase awareness among the masses. Unfortunately, Media and politicians are busy in leg pulling only and positive outcome is not being produced. 

 

 

Democracy is a federated power structure with expectation that each piece in the puzzle, following hierarchy, would do his/her role/part.

 

If any one or some of the parts in this machinery dont function, we aint gonna get results. There are many state businesses, that they would never agree central government to even to take a peak at. If a loophole is created then, center government could misuse it and state government could pin blame on central or vice-e-versa. 

 

Bureaucracy is a mandatory check-n-balance and yet that has become the biggest bottleneck in our democracy. Watch Nitin Gadkari's interview on how 300 Cr building costed 800-900 Cr to complete in 3 times more time taken to complete the project..

 

Here is an anecdote from government paperwork. This was way back when I helped someone file tender to supply 300 computers to one office. All the paperwork were clean and readable. Offer was the best with all equipment explained. Our discussion with the office was spot on. The guy even offered me a job there.

 

But 1 week later, they rejected our proposal and awarded contract to someone we knew from the word-go would get it. In the end, Computers were non-functioning, there was least support. So my acquaintance from the office called me to help her with her computer that was provided by someone else who is refusing the support. So I asked her, why was our proposal rejected. She told me that officer said one of the stamps on one paper was printed on folded edge causing stamp to appear in two parts on the paper when it was straightened. So they termed it as forgery or invalid. Rejected the whole proposal. My friend, for whom I was contesting, lost the tender. He was mad at me for not allowing him to settle it with bribe. This was way back 25+ years ago.

All usual suspects together on this. All of them have either lead or currently leading the entire state or entire portfolio at the center government level. We all know what they have achieved when there was not even any pandemic.
