Traditionally, ppl tend to analyze militaries based on personnel (active + reserve) and weapons. However, such analysis can ignore the quality. A few years ago, both Russia and China reduced its personnel and focused on becoming more high tech. UK has also moved towards having more elite forces if I am not wrong

 

Moving forward powerful militaries would be ones with a large # of elite forces, high tech weapons including potent drones, robots and automated defense mechanisms, superior intelligence capabilities, enhanced ability to conduct cyber attacks and defend itself from those, etc. I am not sure if detailed information is available on these parameters

 

Besides the military superpower USA, the following could be the top countries when it comes to modern high tech military capabilities. In alphabetical order: 

 

  • China (sports an annual military budget of approx. $275B iirc) 
  • France (Capability to produce advance weapons. Now working on 6th gen jets) 
  • Israel (Constantly improving its high tech capabilities and has among the best intelligence agencies in the world) 
  • Japan (With restrictions on maintaining armed forces, it has invested heavily in high tech weapons. Japan has no nuclear weapons, unless in a secret stockpile, but does not need to with USA in its corner) 
  • Russia (Still strong) 

 

 

Besides the above, countries such as Germany and South Korea are among major arm exporters so may be going high tech too

US, Russia, China, Japan, etc. are developing (or even developed - Avangard & Kinzhal by Russia? DF100 by China?) hypersonic missiles

AI based military has it's disadvantages too, some hacker may hack into the weapon systems of the enemy and direct it to attack it's own military bases.

 

A recent example being how Iranian programmers hacked into a US drone and captured it.

Japan is developing 6 gen fighter jets … It is using 5 gen F35 already:

 


 

France is said to have skipped 5 gen fighters to focus on 6th gen ones

unrealistic at this point in time (also an off topic discussion) as there is mistrust, differences, etc. among countries … in the vain of can’t we have a society with no crimes (so we may not need a police force too)? And so on …

Back to topic, talking about rifles, Japan is replacing its rifles too. Not high tech but kaizen with lighter weight, quicker loading times, and corrosion resistant for amphibious operations:
