I think any one can list their name for the auctions and then that list is circulated to IPL franchises to pick the player they would be interested in the auctions, then those players are shortlisted.

 

This time BCCI is trying to make all the players who are not playing for the Intl. team to participate in domestic tournaments, that's why Rahane, Chahal, S.Iyer, Sky and others are playing RT. Previously players use to take a break or go to NCA by getting a NOC or letter of recommendation from state sites and not play the season and then turn up for the IPLs directly.

 

Many state boards had the issue with this making them had to field a weaker side or some IPL names misusing the NCA for breaks or- example UP cric board officials has this issue with K.Tyagi (SRH) and there are others as well, and also domestic match broadcaster are asking BCCI to get Intl. player play domestic cricket for obvious reasons.

So  now its BCCI is softly forcing the players to participate in domestic tournaments as a reward for IPL nominations and still if some Franchise wants to pick a player who has not played the Cricket its up-to them.

Green not yet a tested all-rounder. 2 innings wonder, all Ozzie teammates & commentators hyped him high before auction, Which sets the trap all IPL teams fell for it. MI paid the price or gonna pay ?

yes, it's pretty decent. even philips can bowl, and someone like tripathi can keep wickets if and when philips bowls.
