Answer : The amount of money involved in sending a man to the moon makes it extremely prohibitive, specially given the fact that hardly any science is to be gained by sending a man instead of a robot. Bush's Man on Mars plan was roundly criticized in academic circles as a waste of money and show of bravado as well.

I'm sure one of the later US presidents was itching for some "scientific bravado" but maybe curtailed due to public outcry of money being thrown away.
