You can't judge the intention. If they do it 2nd time it means its deliberate and they are taken off..

Sometimes when you’re out of rhythm or due to external factors like dew, even the second time may be unintentional but they have to be taken off regardless coz of the danger they induce to the batter.

Definitely agree with the intent part. That’s the gist of it.

By that time damage might be too big.Cricket has been very lucky that no player has ended up in morgue due to beamers.

 

I know it is hard to judge intention, to me one beamer means bowler should be out.
