I'm saying rules should change that bars fielders making first contact beyond the boundary line. 

First contact made while staying inside the ropes should always be allowed, you need to reward fielders for their athletic ability and reach.

 

Bunny hoping should be illegal as their whole body is outside the ropes .

TBH I don't find anything wrong with the current rule. As long as you don't touch the rope or any part outside the boundary, you should be good. Athleticism and elite fielding skills should be rewarded. Makes the game fun to watch and forces fielders to improve.

But difference is throwing the ball after landing outside the boundary.

He would be outside the rope if he contacted the ground outside the boundary and then threw the ball like in the video in the OP. He threw the ball before touching the ground outside the boundary line.
