If we are talking this about SL grassroot level players not having the same quality bats as what Indian grassroot level players have, it might be a point as the spending ability etc etc kicks in. Also Indian bat makers are possibly not supplying there because there's enough local demand. 

But when you talk about FC level and upper , every cricketer will invest in good bats and if he's a recognized players, bat makers will approach them to make customized bats. 

These SL journalists/politicians etc etc have some really weird takes. 

 

He is most likely talking about sponsors/bat-maker reserving some clefts for top Ind batters only or only top ind batters having access to those clefts.

 

There is not much of a diff. and if other players will ask for something specific v.sure bat-maker/sponsor will try to give it them. 

 

Lets say some clefts are reserved fr kolhi/rohit, do not think other may have that kind of access. It would be same for players like Smith/root/williamson/babar etc.

 

All intnl level batters have access to multiple bat makers, only few makers/sponsors would not let players to use someone else's bat.

 

Like other cricketers if Ind team is touring Nz they get some bats made by a bat-maker from nz, if in Aus get bats from Aus bat-maker in eng get bats from uk bat-makers its v.common

every batmaker uses english willow for professional bats. Maybe kashmiri willow at a pinch. Blame the batmakers . not Indians

No professional cricketer uses Kshmr willow, think only few yrs back icc/mcc cleared kshmr willow for intnl cricket.

Most professional/intnl level batters can get sponsorship it may not be as lucrative to some batters as it offered to others.

 

He can get his made by any of his favourite bat-makes if he wants to, some may chrge him some wont.
