A harsh and total ban is the ONLY way that will get the toothless Paki govt to do anything. And if they cannot, they should allow a coalition force to come in a do this.

Now lets assume a big bully in this planet does both on a massive scale. Some smaller bullies on a minor scale. So now they sell arms to other countries...so if the world is at peace, why will they buy their arms and weaponry. So the bullies start terror. Their chamcha minnion good for nothing country sponsors terror - coz lets face it - they haven't done anything substantial in the last 62 years... and they need money in the form of 600 million dollar aids and packages!
