Given the skewed gender balance in that region its no surprise. These people are already repressed and lawlessness is not uncommon in these areas of khap panchayats etc.
Skewed gender ratio has nothing to do with.Skewed gender ratio affect the poor and weak while most of Rapists are neither weak or poor .Most of them belong to upper caste and have some influence

Common sense. In society where gender ratio is skewed the choice of prospective grooms will be large .So most of families will prefer their daughters to marry in families which are wealthier than them or where the boy has good source of income. For example a landless labour may marry his daughter to a man which has 1-2 bigha land rather marrying her to another landless labour. So it is obvious that the men which are lowest in society , means no job, no family property , no income will roam brideless

I have no idea what is the logic behind it :((
Logic is quite simple. It is the evil 16-17 year old girls who force the innocent boys to rape them, by just appearing in public places like markets, schools etc. Its exactly like how innocent dacoits are forced to rob people simply because they have money. The khaps should also put a ceiling on maximum household income if they are serious about tackling armed robbery in Haryana.

what happens if the gender ratio is skewed towards the females like in Kerala?

The best that they came up with is to get them married soon enough to avoid rape.
Not only is this suggestion illegal, its retarded as well. The ex-CM and khap leaders talk as if the rapists have immense respect for married women and would not commit the rape on learning that the woman was married.

On the one hand you say the rapes are conducted by well off and influential persons, and on the other hand you also say that they are the ones that get the brides as well. What does that leave the poor landless to do? (Not that I am agreing to your earlier point, because I think its completely bullshit). If you look at the cases, I haven't seen anything that points to people of upper caste ganging up on the dalit women. In most cases the rapists have been acquaintances.

Well it's not like all bachelors in India are dating and have an active sex life, so to prove that it's largely due to ****ed up sex ratio, one needs to check the age of the rapists and if majority of them are over 25-27 then maybe you have a point. Btw the sex ration is a contributing factor for many ills in the society.

Where am I contradicting? So far majority of cases of rape that are reported in Haryana are of poor dalit girls but I don't think I read that anywhere that rapists were extremely poor and they were unable to find wife so they raped a woman. So I don't think present wave of rapes have anything to do with skewed gender ratio

Former Haryana Chief Minister, Om Prakash Chautala, backs Khap Panchayat's idea to marry teenage girls

Even as the former Haryana Chief Minister, Om Prakash Chautala, backed demands for new laws that will allow marriage of teenagers saying it would help end the surge in sexual crimes reported from across the State in recent weeks, a senior Congress leader has said that the State’s rape crisis was not a “black-and-white law and order issue”. Speaking to journalists on Wednesday, Congress spokesperson Renuka Chowdhury defended Haryana Chief Minister Bhupinder Singh Hooda against charges that he had failed to act against the wave of attacks, in many of which the victims were dalit women and the perpetrators, upper-caste men. “Crime against women has risen. Not only in our country but all over the world. This is an issue that challenges all intelligent people,” Ms. Chowdhury said. Ms. Chowdhury said the State government was working “discreetly to reassure the families that they will be safe and they will not have to worry about the social support they need. It is not a very simple black-and-white law and order issue only.” Communist Party of India (Marxist) MP Brinda Karat criticised Ms. Chowdhury’s argument, noting that “in several of these cases the perpetrators videotaped and circulated their crime, while in others the victim had been murdered”. “Whereas the protection of the victim’s identity is a very important concern, this should not become a pretext not to condemn the State government for its failure to act against the perpetrators,” Ms. Karat said. Pinky Anand, a New-Delhi-based Supreme Court lawyer, also attacked Ms. Chowdhury’s remarks, describing them as bizarre: “So, murder is a law and order issue. And so is robbery. But not rape? There are these terrible crimes taking place in Haryana, and the State government is doing nothing about them — that is the problem here.” Ms. Chowdhury was responding to questions on comments made earlier on Wednesday by Mr. Chautala, after he met with Governor Jagan Nath Pahadia to present a memorandum on the rape crisis. Mr. Chautala gave his support to Khap panchayat proposals for lowering the age of marriage, saying it would “help [curb] such crimes against women”. Sube Singh, a prominent Khap representative, recently said “boys and girls should be married by the time they turn 16, so that they do not stray”. Union Home Minister Sushilkumar Shinde, however, appeared to be more critical of the State government, saying he was “constantly monitoring” the situation. “We are discussing [strict measures]. My people have spoken to the Director-General of Police and I will also speak to the Chief Minister,” Mr. Shinde said. Both Mr. Shinde and Ms. Chowdhury condemned Mr. Chautala's remarks. “In India, we have to abide by Indian law. Fifteen rape cases have been reported in Haryana in last one month — at least two of them on Tuesday — even as Congress president Sonia Gandhi visited the State to meet with the family of a 15-year-old Dalit girl who committed suicide by immolating herself after she was gang-raped on October 6 at Sacha Khera village in Jind district. The wave of sexual assaults began on September 9 when a Dalit girl was gang-raped in Hisar town. Multimedia clips of the assault were circulated by the accused on mobile phones. The incident came to light on September 18 when the father of the girl committed suicide on learning about them. Following this, a newly-married 19-year-old woman was abducted and raped by four men in Gohana town near Sonepat; a 30-year-old married woman from a backward community was gang-raped at gunpoint by three men in Jind district while her family members were held hostage and the crime was videotaped; and a teenaged girl was gang-raped in a moving car by three young men in Bhiwani. Both major parties in Haryana have been reluctant to challenge the Khap panchayats frontally on the rape issue, fearing losing electoral capital

Pregnant woman raped in Haryana

A five-month pregnant married Dalit woman, 19, was allegedly abducted and raped by two men in northern Haryana's Kaithal district, leaving the state reeling under the impact of the 15th reported sexual assault on its women within a month. The incident came to light on Wednesday, a day after Congress president Sonia Gandhi visited the family of a 15-year-old rape victim in Jind district who committed suicide. Kaithal police have arrested the two accused, Rakesh and Pawan, on the woman's complaint, said district superintendent of police Kuldeep Singh. According to the woman, the accused abducted her around 4am on Tuesday when she had gone out of her house to answer nature's call. Singh said, "Investigation has revealed a call was made from the woman's phone to accused Rakesh at 3.20am on Tuesday. The call details and other evidence will be placed in court." The series of rapes have raised a political storm in Haryana, where the powerful khaps have suggested lowering the marriageable age of boys and girls to 16 years to curb incidents of sexual assault. On Tuesday, Gandhi had taken on the khaps, saying law was solely in the hands of the judiciary. Former Haryana chief minister and INLD leader Om Prakash Chautla, however, supported the khap panchayats' suggestion on Wednesday, citing a Mughal-era practice. "The Mughal sultanate in this country used to misbehave with women... to prevent that, people started getting their young girls married early so that no one did anything wrong to them… currently a similar situation is arising in the state." In Delhi, Union home minister Sushilkumar Shinde said the Centre was monitoring the situation in Haryana.

No one cares. They really don't. Be it Pakistan or India. We are the Baboons who just sit and whine about these issues. Nothing's gonna ever change, even if it does, it won't last more than a season. What's the best we can do? Protest? As mentioned earlier the effect wouldn't last long.
Exactly. Wether corruption, rape etc etc This will go on for eterntiy. Only hope is s few get exposed and suffer some embarrasment(just a bit of shame on tv), as nothing more will happen in terms of justice/change etc

Indian judiciary.. :wall: Indian judiciary should wake up and fast track cases of Terrorism, corruption and crimes like Rape etc. If the effing Judges quickly hand our the judgements and don't allow the cases to drag for years, then it could help in checking these crimes..

TBH its not exactly judges fault.Just look up at the ratio of no of cases per Jugdes in India. Its way too inadequate in india. Its govt responsibility to increase the no of judges to meet the requirements.

Most rapes in Haryana consensual: Congress leader CHANDIGARH: Even as the Haryana government continues to scramble to handle the surging rape cases in the state, a Haryana Pardesh Congress committee (HPCC) member Dharamvir Goyat on Thursday brought up fresh embarrassment for the government by terming "majority of rapes in the state as consensual". Goyat made this comment while interacting with mediapersons at Hisar. "If we go into the details of rape cases and abductions, it is found that victims and accused in 90% of cases are runaway couples. So the cases are consensual" he said. His comments drew immediate flak from the National Commission for Women chairperson Mamata Sharma. She launched a scathing attack on Goyat asking him to "respect women before making tardy assessments of such a heinous crime". "Rape is a reproach on Haryana. Rather than suggesting measures to control and set his government's house in order, he's inciting more such cases" Sharma told TOI over phone. She said that Haryana remains the only state that has been grappling with two rising social crimes against women - female feticide and rape. Goyat's comment come close on the heels of the Opposition leader INLD chief Om Parkash Chautala's endorsement of the Khap panchayat, seeking lowering of women's age to marry to prevent rape cases. His comments had created a nationwide stir on Wednesday. Citing marriages in Mughal era, Chautala had said that "people would marry girls early during those days to prevent cases of rapes" Chautala, however was forced to take back his comments, after the issue drew ire of several women activist groups. The Congress is already under fire after the party-ruled Haryana state has reported 17 rape cases in the past one month. Congress chief and UPA chairperson Sonia Gandhi had on Tuesday visited Jind where a Dalit teenager had committed suicide after being gangraped by a group of men. http://timesofindia.indiatimes.com/india/Most-rapes-in-Haryana-consensual-Congress-leader/articleshow/16774833.cms

Haryana Cong leader blames girls for rapes, says 90 pc cases due to consensual sex

Hisar: In an outrageous comment on the recent spate of rapes in Haryana, Congress spokesperson Dharambir Goyat has blamed the women and said that 90 per cent of rapes happen due to consensual sex having gone wrong. In a shocking and bizarre statement, the Congress leader said, "I don't feel any hesitation in saying that 90 per cent of the girls want to have sex intentionally but they don't know that they would be gang raped further as they find some lusty and pervasive people in the way ahead."
