Like in this case, nobody even know what else he said in this press meet except this one 'off the record' thing :D Having said that what he actually said was obviously height of stupidity but can v much be expected from this joke of a person...

For example a journalist meeting a source one on one at their office/ home. When NO ONE ELSE is privy to their conversation. This is NEVER used on live TV. If, as a respected and experienced former head of a national board, one tries to go 'off the record' in front of live media, there are only two possibilities. 1. Butt is a fool 2. Butt was drunk. Believe me, after personally having seen the stupidity of CEOs and national leaders for the better part of two decades, these are the most likely two options.

Plus he only knows there exists an "off the record" concept but simply don't know how/when to use it appropriately (even you added this into my knowledge as well). Also just look at his overall 'personality' and the way he speaks, does he looks or sounds like anything even closer to being sensible/smart? I mean why someone would say that even 'off the record'...
