Definitely without an argument 3 world cups (1950 1974 and 1990) 4 finals (1966 1982 1986 2002 and 7 semi finals . Last time they failed to qualify for a QF was in 1964 i think.Italy couldnt qualify from their group in last 2 world cups

Just re-checked Germany's record. If you consider top-4 finishes, then Germany have slight edge over Brazil. Considering they did not enter two of the World Cups.
