It can. the big advantage ISL has is that the bcci doesn't want IPL to become to big. If the IPL had 20 teams and ran 6+months long and was more popular than international matches than what exactly would be the point of BCCI? I don't the ISL will have the same restrictions when it comes to expanding the league.

The same point that is of FA. The only reason BCCI is restricting itself from expanding itself to 6 months or more is the small talent pool in cricket international wide and hence the need to allow other countries to run their own IPL style leagues and profit

Thats partly what I am saying. A long IPL is a threat to International cricket. Hence BCCI opposes it. I don't think the FA has the same power in English football as BCCI or any of the Cricketing boards do to cricket in their respective countries. BCCI owns the IPL, I don't think the FA owns the Premier league.
