Malcolm Merlyn Posted May 22, 2015 Posted May 22, 2015 Defence minister Manohar Parrikar on Thursday hinted at a covert response to fight terrorism and said any country planning and plotting against India would be dealt with "pro-actively". "We have to neutralise terrorists through terrorists only. Why can't we do it? We should do it. Why does my soldier have to do it?... kaante se kaanta nikalta hai (you remove a thorn with the help of a thorn)," Parrikar said at an event here, adding that terrorists in Jammu and Kashmir were being paid monthly salaries ranging from Rs 10,000-Rs 15,000. The minister said the NDA government had succeeded in reducing the porosity of international borders in the last one year and had created a robust intelligence network to safeguard the country's security interests. Reacting to a CAG report on the army facing a massive shortage of ammunition with reserves that would barely last 20 days of intense fighting, Parrikar said the report was based on the situation that existed during 2008-2013. The scenario has improved, he said. "The ordnance factories have increased their output by 18%, while the items in the "critical list" mentioned by the CAG have come down from 125 to 66," the minister said. On military modernisation, Parrikar said there were a staggering 339 proposals for acquisition with a combined value of Rs 524,000 crore and he had asked the armed forces to prioritise them. "We are pursuing 85-86 important projects with a value of Rs 100,000 crore," he said. It's the only viable policy,but DM should keep quiet no need to announce this through media.Dont understand why smart people act dumb sometimes.

Using covert operatives is an age old tactics.What Pakistan did was to create a Terrorist making factory at home and export them on demand everywhere. BTW which terrorist was Pakistan fighting when the started this factory?

What will Mr.Parrikar do then ? will he ignore and overlook their activities in favor of the larger interests or Game plan ? This has already happened in the realm of Organized crime . intelligence agencies supported Mafia C in their war against Mafia D , Whilst turning a blind eye to the terrible crimes of Mafia C which included extortion and murder of Indian businessmen and journalists.

It's called counter-terrorism. Read up on the Isreli counter-terrorist activities on Black September after the Munich massacre - Operation Wrath of God. Many countries are trying to start a similar one.

How will they avoid problems like the ones being faced by not just pakistan, but also by countries like US, who were smart enough unlike pakistan, to try such tricks only in far off lands and on foreign populations.

Jihadis use covert, guerrilla tactics, and constantly on move. They are not some country to target them on map. They always hide behing civilians. Conventional weapons have too much firepower, which often leads to colletral damage. Counter terrorism is the usage of same covert tactics and special training to precisely target the jihadis. Having said that, it's no use for DM to give such stupid statements to media to make even more stupid interpretations.
