It should depend on the conditions. As of now, only Ashwin looks like he will be left out. If pitch is a bit dry, he could come in place of a seamer. Against SC teams, I would look to go with an extra seamer over Ashwin.

All these 4 fast bowlers have either been injured or dropped because of poor form. They have not been playing consistently. Bhuvi is on 36th ranking, Umesh 43 and Bumrah 46. Shami has not played ODI's for a long time now. Most of the time only 2 pacers among them will be in the playing 11. They will break into the top 20 if they remain fit and play more matches.

Shami is not looking fully fit, so the bowling attack should be of Bhubaneswar, Umesh, Pandya, Bumrah & Jadeja

Yes, Shami last played ODI on 2015 March in Australia for WC.
