This is a arbitration committee. Slyly the ICC has made the seat of court as UK even though the actual venue is UAE. Hence the judgement can be enforced by an indian court under 1996 arbitration act.

lol there are two places where they mention a contingent agreement..i dont think this letter is much of a document to claim 70 million dollars.
